Dog laws strengthened in Virginia county

Amid publicity that arose from deaths and injuries due to dog attacks in the region, the Spotsylvania County Board of Supervisors voted unanimously to impose tougher penalties on dog owners who let their dogs run free. After a public hearing Tuesday evening, the board voted for a new animal control ordinance. Now dog owners who are repeat offenders face a misdemeanor crime of $2,500 or up to a year in jail.

Dogs that repeatedly chase cars and run free, or otherwise trespass on property, could be euthanized if so ordered by a judge. A dog that is “roaming, running or self-hunting off the property or premises of its owner or custodian and not under the immediate control of the owner or custodian or his agent,” meets the county’s legal definition of a dog running at large.

The mauling death of an elderly woman by 3 Pit Bulls in her front yard sparked a public debate on animal control. At the hearing, State Senator Edward Houke said he would raise dog law issues in the January meeting of the Virginia General Assembly. According to The Free Lance Star, Houke said, “It’s pretty obvious to me that the state law needs to be changed, but saying that and it happening, is two completely different phenomena. If there’s one thing you learn quickly it’s that you don’t bring dog bills to the Virginia General Assembly.”

The Sullivan daughters, who lost their mother in the mauling attack, circulated petitions in the county and also attended the hearing. Board chairman Robert Hagan noted the Sullivan family presence and thanked them for their efforts to prevent more tragedies.

‘Worst song of all time’ becomes YouTube sensation

Friday, a song by US teen singer Rebecca Black, has gone viral after the song’s music video was uploaded onto video sharing website YouTube. The video has attracted over thirty-five million views since its February 10 upload — and critics think it could be the world’s worst.

I want to meet her. Anyone who can create this much controversy within a week, I want to meet. I love people like that.

Ark Music Factory produced the song and video, using US$2,000 (£1,223, C$1,964, €1,412) from Black’s mother. Friday’s video was shot at Black’s father’s house, with her family and friends as extras. The song beat an alternative track when choosing what to record.

The single is climbing up the iTunes singles chart in the United Kingdom and the United States, gaining a higher position in the US than Canadian singer Justin Bieber.

Despite the song’s popularity, it has received a largely negative reception. According to Newsbeat, critics have cited Friday as being “the worst song of all time.” On YouTube, the video attracted approximately thirty-six thousand ‘likes’ versus over 314,000 ‘dislikes’. The song itself has been ridiculed for its lyrics and criticised for its use of Auto-Tune.

Feeling “like [she was] being cyber-bullied,” Rebecca Black said “[w]hen I first saw all these nasty comments I thought this is all my fault, … this was all because of me.” Black says of “[t]hose hurtful comments”, the worst was “I hope you cut yourself and I hope you get an eating disorder so you look pretty. I hope you cut and die.” Clarence Jey, of Ark Music Factory, offered to take the video off YouTube, but Black declined.

In contrast, British music executive Simon Cowell has expressed a positive interest in Rebecca Black. “I love her and the fact she’s gotten so much publicity,” Cowell commented. “People are so upset about the song, but I think it’s hysterical. I want to meet her. Anyone who can create this much controversy within a week, I want to meet. I love people like that.”

Rebecca Black herself wants to record a duet with Justin Bieber. “I have Bieber fever — I am in love with Justin Bieber,” Black commented. The teenager said it “would be unbelievable and make my life”.

Baby attacked by dog in New York

An eight-month old boy, Andrew, was attacked and killed by a Doberman Pinscher in Brooklyn, New York. The dog was a three-year old named Mackabee, who is also neutered.

The grandmother was babysitting the boy. While she was in the kitchen she heard the boy scream and ran next door to a neighbor for help. The neighbor took the dog off the boy, rescued him and brought him to his house to try and perform CPR on the boy, while he called 911 for help.

Police said the baby’s head was in bad shape and the dog broke the boy’s skull. Andrew was sent to Kings County Medical.

The doctors tried to save his life by working on him for nearly an hour, but the boy died at 3:06 pm local time. The parents of the child were not home at the time of the incident. The dog was shot with a tranquilizer and was sent to a care center. The city Department of Health is investigating. The dog may have to be put down because of the incident.

According to the US Centers for Disease Control, the Doberman Pinscher is not frequently involved in fatal attacks on humans in comparison to several other dog breeds such as German Shepherds , Rottweilers and others.

Kansas library discusses Wikipedia

A diverse group of approximately 25 people gathered at the Johnson County Library on Monday to participate in reference librarian Scott Vieira’s class, Wikiwhatia? Wikipedia.

Scott opened the session by sharing a disparaging quote from Robert McHenry (former editor-in-chief of Encyclopedia Britannica) comparing Wikipedia to a public restroom. He then shared a quote from Andrew Keen, author of The Cult of the Amateur, in which he stated Wikipedia is the blind leading the blind. Scott shared Wikipedia usage data from a 2007 Pew Internet study showing 36% of adults have consulted Wikipedia and that that Wikipedia receives 10,000-30,000 searches per second. Scott also pointed out that Wikipedia now has over two million articles in English alone (over nine million articles in 250 languages). So there is a discrepancy here, lots of critics and lots of use.

Scott then shared some historical information in order to provide a context for understanding Wikipedia. This included some important names and dates in the history of encyclopedias… including Pliny the Elder (23-79 C.E.) who published 37 Volumes of Natural History, and Joachim Sterck van Ringelbergh (c. 1499-1556) who first used the term encyclopedia, and then d’Alembert and Diderot who published 17 volumes of their French Encyclopedia from 1751-1765. Encyclopedia Britannica was first published in Scotland in serial format 1768-1771.

Scott also discussed more recent history, sharing a photo of Ward Cunningham –who is credited with being the inventor of wiki software. Wikipedia was founded on Jan 15, 2001 by Larry Sanger and Jimmy Wales. Sanger left Wikipedia in 2002 and founded Citizendium in 2007 a complementary project which now has 4500 articles.

After the historical perspective, the class moved into using Wikipedia. Everyone in the audience had used Wikipedia. The class explored the content of Wikipedia, realising there is a whole lot going on. Scott demonstrated that the article about “frogs” for example, is semi-protected. The “history of science” article was examined, including the history of changes. Discussion covered how people contribute, who contributes and edits. The group also talked about Wikipedia bots, which aid in routine tasks in a semi-automated or automated fashion.

A discussion about teachers, school media specialists and students regarding their use of Wikipedia ensued. Some teachers and school media specialists are negative about Wikipedia, but Scott’s hope is that they will use it to start a discussion about the need to evaluate and critically think about information (even when it’s from more traditionally reviewed and edited sources).

An unanswered question from an audience member was, “What was the first Wikipedia article?”

  • How do we determine authority on a subject? How important is it that an article be written by an expert? How is Wikipedia changing our idea of what an authority is?

UN emphasizes importance of women’s health in Africa

The United Nations (UNFPA) organization United Nations Population Fund emphasized the importance of women’s health in Africa at the 4th Tokyo International Conference on African Development (TICAD IV). Priorities of the conference include economic growth, peace and democracy and climate change. The three-day conference which ended Friday included representatives from over 80 countries.

At the conference in Yokohama, Japan, over 40 heads of State agreed on health priorities adopted at the end of the three-day summit. The theme of the conference was “Towards a vibrant Africa: A continent of hope and opportunity”, and approximately 86 countries were represented, as well as international organizations. The Yokohama Action Plan prioritizes universal access to reproductive health services and an increase in the number of African women who give birth with skilled assistance.

Japanese Prime Minister of Japan Yasuo Fukuda announced steps which would be taken by his country to further health conditions in Africa, including: increasing funding to The Global Fund to Fight AIDS, Tuberculosis and Malaria, training 100,000 African health workers, and doubling the country’s bilateral development assistance to Africa by 2012. “In the future, Africa will become a powerful engine driving the growth of the world,” said Mr. Fukuda at the start of the conference.

The Prime Minister said Japan would offer up to US$4 billion in loans to African countries to go towards agriculture and infrastructure. He announced the formation of the Japan Bank for International Cooperation Facility for African Investment, which will provide $2.5 billion in financial assistance.

Reducing maternal mortality lies at the heart of implementation to achieve all the other goals.

United Nations Deputy Secretary-General Asha-Rose Migiro cited priority 5 of the Millennium Development Goals (MDGs) – preventing women’s deaths during pregnancy and childbirth as a serious challenge. “Reducing maternal mortality lies at the heart of implementation to achieve all the other goals,” said Migiro.

UNFPA Executive Director Thoraya Ahmed Obaid told conference participants that women’s health in Africa should be made a priority. “Of all the Millennium Development Goals, goal number five – preventing women’s deaths during pregnancy and childbirth – is generating the least resources and lagging the furthest behind. And African women are paying the price,” she said. Obaid urged world leaders “to make the health of women a political and development priority”.

TICAD holds summits every five years, and is a joint program between Japan and the United Nations Development Programme. Japan will report the conference results at the Group of Eight (G8) meeting in Tokyo in July, which will be chaired by Prime Minister Fukuda.

Lobby groups oppose plans for EU copyright extension

The European Commission currently has proposals on the table to extend performers’ copyright terms. Described by Professor Martin Kretschmer as the “Beatles Extension Act”, the proposed measure would extend copyright from 50 to 95 years after recording. A vast number of classical tracks are at stake; the copyright on recordings from the fifties and early sixties is nearing its expiration date, after which it would normally enter the public domain or become ‘public property’. E.U. Commissioner for the Internal Market and Services Charlie McCreevy is proposing this extension, and if the other relevant Directorate Generales (Information Society, Consumers, Culture, Trade, Competition, etc.) agree with the proposal, it will be sent to the European Parliament.

Wikinews contacted Erik Josefsson, European Affairs Coordinator for the Electronic Frontier Foundation (E.F.F.), who invited us to Brussels, the heart of E.U. policy making, to discuss this new proposal and its implications. Expecting an office interview, we arrived to discover that the event was a party and meetup conveniently coinciding with FOSDEM 2008 (the Free and Open source Software Developers’ European Meeting). The meetup was in a sprawling city centre apartment festooned with E.F.F. flags and looked to be a party that would go on into the early hours of the morning with copious food and drink on tap. As more people showed up for the event it turned out that it was a truly international crowd, with guests from all over Europe.

Eddan Katz, the new International Affairs Director of the E.F.F., had come over from the U.S. to connect to the European E.F.F. network, and he gladly took part in our interview. Eddan Katz explained that the Electronic Frontier Foundation is “A non-profit organisation working to protect civil liberties and freedoms online. The E.F.F. has fought for information privacy rights online, in relation to both the government and companies who, with insufficient transparency, collect, aggregate and make abuse of information about individuals.” Another major focus of their advocacy is intellectual property, said Eddan: “The E.F.F. represents what would be the public interest, those parts of society that don’t have a concentration of power, that the private interests do have in terms of lobbying.”

Becky Hogge, Executive Director of the U.K.’s Open Rights Group (O.R.G.), joined our discussion as well. “The goals of the Open Rights Group are very simple: we speak up whenever we see civil, consumer or human rights being affected by the poor implementation or the poor regulation of new technologies,” Becky summarised. “In that sense, people call us -I mean the E.F.F. has been around, in internet years, since the beginning of time- but the Open Rights Group is often called the British E.F.F.

New drug from lizard’s saliva

A chemical part of the saliva of a poisonous lizard, the Gila monster, has become an integral partner in the control of Type 2 diabetes. The U.S. Food and Drug Administration has approved its use for people who have not achieved adequate control of their diabetes with oral medications.

Byetta, or exenatide, is produced by Amylin Pharmaceuticals. It is injected before eating morning and evening meals as part of a combination treatment with oral drugs. The FDA said it could be approved as a stand-alone treatment if the drug companies can support such use with data.

Eli Lilly & Co. was the development partner in creation of the drug.

“With Byetta’s demonstrated effects on blood sugar and its safety profile, physicians and patients now have a new approach to fight the growing diabetes epidemic,” said Sidney Taurel, CEO of Lilly.
