The United States media group Tribune Company has filed for bankruptcy protection on Monday as it struggled to sort out its US$13 billion debt. It is the second-largest newspaper publisher in the United States, responsible for the Chicago Tribune and the Los Angeles Times, among others.

The firm has been hit hard by the industry-wide slump in newspaper advert revenues this year. Sam Zell, the billionaire who owns Tribune, took out large loans in order to buy the firm back in June of 2007.

The United States Chapter 11 bankruptcy protection law states that a company can continue trading whilst it sorts out its finances.

 This story has updates See Quebec’s Liberal premier Jean Charest wins third term 

The Quebec general election is underway in the Canadian province of Quebec. Premier Jean Charest called the elections, saying he needed a majority to guide Quebec through a period of economic difficulties caused by the worldwide financial crisis.

Polls indicate that the Charest may obtain a majority, with support for his Quebec Liberal Party increasing to 45%, while support for the Parti Québécois remains at around 30%.

The polls will close at 01:00 GMT (20:00 local time), and the results will probably come in soon after that.

The United States government is reportedly close to an agreement for a US$15 billion bailout plan for the country’s three largest auto firms.

According to a draft obtained by the Associated Press, the deal would give loans to Detroit‘s struggling Big Three automobile manufacturersFord, General Motors, and Chrysler — but under the condition that the auto industry restructures itself to survive. Another condition is that the incumbent US President, George W. Bush, would appoint an overseer to supervise the effort.

Analysts suggest that the agreement could be signed into law by the end of this week.

One year on: Egyptians mark anniversary of protests that toppled Mubarak

Across Egypt hundreds of thousands have taken to the streets for the day, marking exactly one year since the outbreak of protests leading to 83-year-old longstanding ruler Hosni Mubarak’s downfall. The country’s decades-long emergency rule was partially lifted this week; meanwhile, a possible economic meltdown looms and a newly-elected parliament held their first meeting on Monday.

Despite the new parliament, military rule introduced following Mubarak’s fall last spring remains. Echoing the demands from a year ago, some protesters are demanding the military relinquish power; there are doubts an elected civilian leader will be permitted to replace the army.

The brief unity against Mubarak has since fragmented, with Secularists and Islamists marking the revolution’s anniversary splitting to opposing sides of Cairo’s famed Tahrir Square and chanting at each other. Initial demonstrations last year were mainly from young secularists; now, Islamic parties hold most of the new parliament’s seats — the country’s first democratic one in six decades.

Salafis hold 25% of the seats and 47% are held by the Muslim Brotherhood, which brought supporters to Cairo for the anniversary. Tahrir Square alone contained tens of thousands of people, some witnesses putting the crowd at 150,000 strong. It’s the largest number on the streets since the revolution.

Military rulers planned celebrations including pyrotechnics, commemorative coins, and air displays. The Supreme Council of Armed Forces took power after last year’s February 11 resignation of Mubarak.

Alaa al-Aswani, a pro-democracy activist writing in al-Masry al-Youm, said: “We must take to the streets on Wednesday, not to celebrate a revolution which has not achieved its goals, but to demonstrate peacefully our determination to achieve the objectives of the revolution,” — to “live in dignity, bring about justice, try the killers of the martyrs and achieve a minimum social justice”

Alexandria in the north and the eastern port city of Suez also saw large gatherings. It was bitter fighting in Suez led to the first of the revolution’s 850 casualties in ousting Mubarak. “We didn’t come out to celebrate. We came out to protest against the military council and to tell it to leave power immediately and hand over power to civilians,” said protestor Mohamed Ismail.

“Martyrs, sleep and rest. We will complete the struggle,” chanted crowds in Alexandria, a reference to the 850 ‘martyrs of the revolution’. No convictions are in yet although Mubarak is on trial. Photos of the dead were displayed in Tahrir Square. Young Tahrir chanters went with “Down with military rule” and “Revolution until victory, revolution in all of Egypt’s streets”.

If the protestors demanding the military leave power get their way, the Islamists celebrating election victory face a variety of challenges. For now, Field Marshall Mohamed Hussein Tantawi — whose career featured twenty years as defence minister under Mubarak — rules the nation and promises to cede power following presidential elections this year.

The economy is troubled and unemployment is up since Mubarak left. With tourism and foreign investment greatly lower than usual, budget and payment deficits are up — with the Central Bank eating into its reserves in a bid to keep the Egyptian pound from losing too much value.

Last week the nation sought US$3.2 billion from the International Monetary Fund. The IMF insists upon funding also being secured from other donors, and strong support from Egypt’s leaders. IMF estimates say the money could be handed over in a few months — whereas Egypt wanted it in a matter of weeks.

The country has managed to bolster trade with the United States and Jordan. Amr Abul Ata, Egyptian ambassador to the fellow Middle-East state, told The Jordan Times in an interview for the anniversary that trade between the nations increased in 2011, and he expects another increase this year. This despite insurgent attacks reducing Egyptian gas production — alongside electricity the main export to Jordan. Jordan exports foodstuffs to Egypt and has just signed a deal increasing the prices it pays for gas. 2011 trade between the countries was worth US$1 billion.

The anniversary also saw a new trade deal with the US, signed by foreign trade and industry minister Mahmoud Eisa and U.S. Trade Representative Ron Kirk. President Barack Obama promises work to improve U.S. investment in, and trade with, nations changing political systems after the Arab Spring. Details remain to be agreed, but various proposals include US assistance for Egyptian small and medium enterprises. Both nations intend subjecting plans to ministerial scrutiny.

The U.S. hailed “several historic milestones in its transition to democracy” within a matter of days of Egypt’s revolution. This despite U.S.-Egypt ties being close during Mubarak’s rule.

US$1 billion in grants has been received already from Qatar and Saudi Arabia but army rulers refused to take loans from Gulf nations despite offers-in-principle coming from nations including Qatar, Saudi Arabia, and United Arab Emirates. Foreign aid has trickled in; no money at all has been sent from G8 nations, despite the G8 Deauville Partnership earmarking US$20 billion for Arab Spring nations.

A total of US$7 billion was promised from the Gulf. The United Kingdom pledged to split £110 million between Egypt and Arab Spring initiator Tunisia. The European Bank for Reconstruction and Development says G8 money should start arriving in June, when the presidential election is scheduled.

The African Development Bank approved US$1.5 billion in loans whilst Mubarak still held power but, despite discussions since last March, no further funding has been agreed. The IMF offered a cheap loan six months ago, but was turned away. Foreign investment last year fell from US$6 billion to $375 million.

Rights, justice and public order remain contentious issues. Tantawi lifted the state of emergency on Tuesday, a day before the revolution’s anniversary, but left it in place to deal with the exception of ‘thuggery’. “This is not a real cancellation of the state of emergency,” said Islamist Wasat Party MP Essam Sultan. “The proper law designates the ending of the state of emergency completely or enforcing it completely, nothing in between.”

The same day, Amnesty International released a report on its efforts to establish basic human rights and end the death penalty in the country. Despite sending a ten-point manifesto to all 54 political parties, only the Egyptian Social Democratic Party (of the Egyptian Bloc liberals) and the left-wing Popular Socialist Alliance Party signed up. Measures included religious freedom, help to the impoverished, and rights for women. Elections did see a handful of women win seats in the new parliament.

The largest parliamentary group is the Freedom and Justice Party of the Muslim Brotherhood, who Amnesty say did not respond. Oral assurances on all but female rights and abolition of the death penalty were given by Al-Nour, the Salafist runners-up in the elections, but no written declaration or signature.

“We challenge the new parliament to use the opportunity of drafting the new constitution to guarantee all of these rights for all people in Egypt. The cornerstone must be non-discrimination and gender equality,” said Amnesty, noting that the first seven points were less contentious amongst the twelve responding parties. There was general agreement for free speech, free assembly, fair trials, investigating Mubarak’s 30-year rule for atrocities, and lifting the state of emergency. A more mixed response was given to ensuring no discrimination against LGBT individuals, whilst two parties claimed reports of Coptic Christian persecution are exaggerated.

Mubarak himself is a prominent contender for the death penalty, currently on trial for the killings of protesters. The five-man prosecution team are also seeking death for six senior police officers and the chief of security in the same case. Corruption offences are also being tried, with Gamal Mubarak and Alaa Mubarak accused alongside their father Hosni.

The prosecution case has been hampered by changes in witness testimony and there are complaints of Interior Ministry obstruction in producing evidence. Tantawi has testified in a closed hearing that Mubarak never ordered protesters shot.

Hisham Talaat Moustafa, an ex-MP and real estate billionaire, is another death penalty candidate. He, alongside Ahmed Sukkari, was initially sentenced to death for the murder of his ex-girlfriend, Lebanese pop star Suzanne Tamim. A new trial was granted on procedural grounds and he is now serving a fifteen-year term for paying Sukkari US$2 million to slit 30-year-old’s Tamim’s throat in Dubai. Her assassin was caught when police followed him back to his hotel and found a shirt stained with her blood; he was in custody within two hours of the murder.

The court of appeals is now set to hear another trial for both men after the convictions were once more ruled unsound.

A military crackdown took place last November, the morning after a major protest, and sparking off days of violence. Egypt was wary of a repeat this week, with police and military massed near Tahrir Square whilst volunteers manned checkpoints into the square itself.

The military has pardoned and released at least 2,000 prisoners jailed following military trials, prominently including a blogger imprisoned for defaming the army and deemed troublesome for supporting Israel. 26-year-old Maikel Nabil was given a three year sentence in April. He has been on hunger strike alleging abuse at the hands of his captors. He wants normalised relations with Israel. Thousands have now left Tora prison in Cairo.

Bush requests $80bn to pay for on-going military operations

Wednesday, January 26, 2005U.S. President George W. Bush has asked the U.S. Congress for an additional $80bn to pay for the on-going military operations in Iraq and Afghanistan.

This is on top of $25bn approved by Congress last summer in the fiscal defense appropriations bill for 2005. Bush states that this money is to provide U.S. troops with “whatever they need to protect themselves” and also to fight terrorism in Iraq.

The money will support the ‘global war on terror’ until September 30, 2005. Of the $80bn, $75bn will be spent on the repair and replacement of equipment, training of the Iraqi security forces, and basic personnel costs.

The remaining $5bn will be used to fund State Department embassy construction, activities in Iraq, and humanitarian operations in Darfur, Sudan.

A Knoxville, USA woman has sold her name on eBay and received an offer. Terri Iligan, age 33, will legally be named “goldenpalace.com” after the required legal work is complete.

The casino owning the website paid $15,199 over the eBay auction service.

She said that she got the idea when trying to find how much it would cost to send one of her children to a golf school previously attended by Tiger Woods.

In an interview by Knoxville TV station WATE, she said, “To my kids and to my husband, I will always be Terri.” As to the opinion of her husband and children, she said, “He thinks it’s funny. As long as they get to call me mom, they don’t care.”

Bank of America leads Consumer Financial Protection Bureau complaints about mortgages

A review this week by Wikinews of US Consumer Financial Protection Bureau (CFPB) complaints about mortgages in the United States shows Bank of America leads all lending institutions in complaints.

Since mortgages complaints were recorded in December 2011, 77,622 total have been added to CFPB’s database. 29.2% of these complaints involved Bank of America, with the second most received by Wells Fargo, accounting for 15.5% of all complaints. JPMorgan Chase ranked third by volume of complaints with 9.8%. Ocwen was fourth with 8.7% and Citibank was fifth with 4.8%. Nationstar Mortgage; Green Tree Servicing, LLC; HSBC; PNC Bank; U.S. Bancorp; OneWest Bank; SunTrust Bank; Flagstar Bank; and Select Portfolio Servicing, Inc. each had between 1.0 and 3.8% of total complaints. The remaining 14.4% of all complaints about consumer mortgages were divided between about 530 other lending institutions.

The Motley Fool reported last month that for the past fiscal quarter, the biggest US based mortgage lenders were from first to fifth Wells Fargo, JPMorgan Chase, Bank of America, Quicken Loans and U.S. Bancorp.

According to the US Federal Reserve, debt for family residences stands at US$10.706 trillion for the second quarter of 2013. As of the end of June of this year, Bank of America is the United States’s second largest commercial bank with US$1.343 trillion in domestic assets. Wells Fargo is the fourth largest commercial bank with US$1.251 trillion in domestic assets. JPMorgan Chase is the largest US commercial bank with US$1.329 trillion in domestic assets and US$1.947 trillion in total assets.

The mortgage complaints in the CFPB report include several subproducts. Conventional fixed mortgages account for 27.1% of all complaints. Conventional adjustable mortgages account for 10.0%. FHA mortgages account for 7.7% of all complaints. Home equity loans or lines of credit account for 3.8% of all complaints. VA mortgages are 1.4% of all complaints. Second mortgages and reverse mortgages each account for 0.6% of complaints. The remaining 48.7% of complaints are about other mortgages or other mortgage issues. A few years ago, FHA loans accounted for about 10% of all US mortgages while VA loans accounted for about 3%. Prime loans accounted for over 75% of the market and the rest were subprime mortgages.

California leads all states by volume of complaints with 14768. It is followed by Florida, New York, Georgia and Texas. When complaints are divided by a state’s total population, New Hampshire leads. The state is followed by Washington D.C., Maryland, Georgia and Florida. Complaints do not correlate with national rankings for August’s foreclosure rate by state where Nevada topped the list, followed by Florida, Ohio, Maryland and Delaware.

Two zip codes account for over 1,000 total complaints between them. 565 complaints originated in the 48382 zip code, which is in Commerce Township, Michigan, located in suburban Detroit. 553 complaints originated in the 33071 zip code, in Coral Springs, Florida. According to real estate website Zillow, there are currently 1,033 properties in foreclosure in Coral Springs while Commerce Township only has 131 properties currently in foreclosure. Four other zip codes have 100 plus complaints originating from them. 91730, in Rancho Cucamonga, California, had 158 complaints. 33409, in West Palm Beach, Florida, had 132. 92626, in Costa Mesa, California, had 125 complaints. 92660, in Newport Beach, California, had 122 complaints. Respectively, the towns had 534, 1,068, 153, and 134 properties currently in foreclosure. These numbers are higher than for the cities of a few sampled zip codes where there was only one complaint, such as Gold Hill, Oregon which has 4 properties in foreclosure, and Decatur, Illinois which has 6 properties in foreclosure.

The CFPB categorizes complaints into six categories: “Loan modification, collection,foreclosure” or problems when a person is unable to pay; “Loan servicing, payments, escrow account” or problems with making a payment; “Application, originator, mortgage broker”; “Credit decision / Underwriting”; “Settlement process and costs”, and “Other”. The CFPB says the complaint types indicate consumers “appear to be driven by a desire to seek agreement with their companies on foreclosure alternatives. The complaints indicate that consumer confusion persists around the process and requirements for obtaining loan modifications and refinancing, especially regarding document submission timeframes, payment trial periods, allocation of payments, treatment of income in eligibility calculations, and credit bureau reporting during the evaluation period.” Currently, 59.6% of all complaints against lenders deal with being unable to pay. 25.1% deal with problems in making a payment. 7.0% have to do with the application process.

Of the complaint-heavy zip codes, for 48382 in Commerce Township, Michigan, 98.9% of all complaints have to deal with being unable to pay. Accounting for 23.4% of all mortgage complaints in Commerce Township, 132 of the complaints for being unable to pay were made regarding Bank of America, accounting for 97.8% or all but 3 complaints against them from the zip. 121 of the Bank of America responses in Commerce Township were closed with explanation and 12 were closed with non-monetary relief. 33071 in Coral Springs is different, with 537 of the 553 complaints being categorized under other. Only 11 complaints relate to foreclosure and issues with being able to pay. 92626 in Costa Mesa, where 32% of the mortgage complaints were about Bank of America and 26.4% were about Wells Fargo, had 93.6% of its complaints dealing with being unable to pay. 5 total complaints dealt with payment issues and 3 dealt with applications.

Beyond regional variance in complaint types lodged, the top five mortgage lenders by volume of complaints all had being unable to pay as their top complaint category, ranging between 55.8% for Citibank and 69.4% for Bank of America. Problems with payment accounted for the second largest area of complaints, with Ocwen having the largest percentage of complaints at 31.9% and Bank of America having the smallest at 18.8%. Foreclosure was the top area of complaints for a number of other lending institutions including 1st Alliance Lending, OneWest Bank, Ally Bank, Banco Popular de Puerto Rico, Bank of the West, BMO Harris, BOK Financial Corp, Caliber Home Loans, Inc, Capital One, Deutsche Bank and EverBank.

Nationally, complaints reached a high of 5,840 for January 2013, 1,107 more than the next highest month of April 2013. The total emerging for September is the second lowest since records were first kept in December 2011. On a state by state level, this pattern largely repeats with a major exception for Florida which saw a peak of 849 complaints in June 2012. Then, as now, Florida was one of the top five states in the nation in its foreclosure rate. The national January spike came as the Qualified Mortgage standard required by the The Dodd-Frank Wall Street Reform and Consumer Protection Act of 2010 came into play. It required mortgage lenders to take steps to insure borrowers could repay their mortgages.

Bank of America’s complaint volume follows the national trend, with a spike in January 2013 with 1,925 total complaints. Unlike nationally, the next month by volume of complaints was February of this year with 1,598 complaints. Prior to that, the highest month was May 2012 with 1,418 complaints. The lowest volume of complaints is September this year with 334.

Wells Fargo matched national trends for volume of complaints by month, with the exception of the current month being the lowest on record for number of complaints with 197 compared to the next lowest month, December 2011, when they had 221. JPMorgan’s complaint volume by month spiked in January and March of this year with 504 complaints. April of this year was the next highest month with 493 complaints, edging out May of last year with 488 complaints. September this year is on track to be the lowest month by complaint volume.

The federal government shutdown is unlikely to impact the current mortgage situation in the United States directly for most consumers, though mortgage processing by the Federal Housing Administration could be slower, resulting in fewer mortgages processed.
